REACH Compliance for Metal Textile Accessories: What Exporters Need to Know

Understanding REACH regulation for metal accessories exported to Europe. Learn about restricted substances, nickel limits, lead content and how to ensure your products comply.
If you export metal textile accessories to the European Union, REACH compliance is not optional — it is a legal requirement. The Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) regulation impacts every metal snap button, rivet, eyelet and buckle that enters the EU market. This guide explains what manufacturers and exporters need to know.
- What is REACH and Why It Matters
- Restricted Substances in Metal Accessories
- Nickel Release Limits
- Lead and Cadmium Restrictions
- Testing and Certification
- CPSIA (US Market) Comparison
1. What is REACH and Why It Matters
REACH (EC 1907/2006) is the European Union's comprehensive chemicals regulation. For metal textile accessories, REACH primarily regulates:
- Nickel release from items in prolonged skin contact (Entry 27, Annex XVII)
- Lead content in consumer products (Entry 63, Annex XVII)
- Cadmium in metal components (Entry 23, Annex XVII)
- Chromium VI from plated surfaces (SVHC Candidate List)
2. Nickel Release Limits
Nickel is the most critical concern for snap buttons, jean buttons and buckles that contact skin:
| Category | Limit | Test Method |
|---|---|---|
| Items in prolonged skin contact | < 0.5 µg/cm²/week | EN 1811 |
| Items inserted into pierced ears | < 0.2 µg/cm²/week | EN 1811 |
| Items with skin contact < 10 min | No specific limit | N/A |
Solutions for nickel compliance:
- Use nickel-free plating processes (tin, zinc alloy or lacquer-sealed nickel)
- Apply e-coating or clear lacquer over nickel plating as a barrier layer
- Switch to stainless steel (grade 316L releases minimal nickel)
- Use brass with gold or palladium finish (no nickel layer)
3. Lead and Cadmium Restrictions
Lead (Pb): Maximum 0.05% (500 ppm) by weight in accessible parts of consumer products. This applies to the base metal composition and any surface coatings or plating.
Cadmium (Cd): Maximum 0.01% (100 ppm) in metal components of jewelry, clothing accessories and consumer goods.
4. Testing and Documentation
To demonstrate REACH compliance, you need:
- Third-party test reports from accredited labs (SGS, Bureau Veritas, Intertek, TÜV)
- Supplier declarations confirming raw material compliance
- Batch traceability linking test reports to specific production runs
- Annual retesting or testing when formulations change
5. CPSIA Comparison (US Market)
If you also export to the United States, the Consumer Product Safety Improvement Act (CPSIA) has its own requirements:
| Requirement | EU (REACH) | US (CPSIA) |
|---|---|---|
| Lead in children's products | 500 ppm | 100 ppm |
| Nickel | 0.5 µg/cm²/week release | No federal limit (some state laws) |
| Testing requirement | Self-declaration + test reports | Third-party CPC for children's products |
